Policy: The 2018 Central Document No. 1, “Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Rural Revitalization Strategy,” proposed that by 2020, significant progress would be made in rural revitalization, with a basic framework and policy system established. By 2035, decisive progress would be achieved in rural revitalization, and basic modernization of agriculture and rural areas would be achieved. By 2050, comprehensive rural revitalization, with strong agriculture, beautiful rural areas, and well-off farmers, would be fully realized. The document also supports the creation of a number of characteristic eco-tourism demonstration villages and boutique routes in rural areas, the development of green and eco-friendly rural tourism industry chains, and the vigorous development of new forms of rural leisure tourism, rural homestays, and health preservation. It also promotes the cultivation and development of new forms such as self-driving car campsites, tent campsites, and homestays.

Focusing on the rural revitalization strategy and promoting the construction of beautiful countryside

As an agricultural powerhouse, China’s foundation lies in its rural areas. Chinese countryside preserves memories and nurtures the future, contributes to goods production, and fosters culture. Rural areas have an order based on clan ethics, prosper with traditional craftsmanship and customs, and offer a serene countryside lifestyle. Against the backdrop of overall tourism development and the rise of the middle class, Chinese rural areas have become the best carriers to accommodate the quality leisure and vacation demands of urban residents. Seizing the opportunities of our time, promoting the integration of rural cultural and tourism development has become a common pursuit of both urban and rural areas. “Homestays” have become an important path and breakthrough for rural revitalization, as well as a vital driver for the construction of beautiful rural areas. With various local governments introducing policies to encourage the development of the homestay industry, it has further attracted significant investment from the middle class, bringing in high-quality experts, technological products, and opening new opportunities for the development of China’s homestay industry in the new era.

Developing the new economy of homestay industry to support rural poverty alleviation

The development of the beautiful countryside and poverty alleviation is an urgent task. “Homestays” as a new economic industry not only lead to a new way of life but also play a significant role in precision poverty alleviation, the construction of beautiful rural areas, and rural property rights system reforms. They are also explorations in the great practices of mass entrepreneurship and innovation. Through the demonstration effect of a group of homestay operators, more farmers can be fully involved in the development of homestays, helping them lift themselves out of poverty and achieve prosperity. Moreover, it attracts more new farmers to return to their hometowns and contribute to the rural areas. The homestay industry brings talent and capital back to rural areas and enables the better inheritance of family culture, national culture, regional culture, and humanistic spirit. Throughout history, generations have come and gone, and finally, everything will return. Returning to life is the best protection, and integrating with modernity is the best inheritance. Intangible cultural heritage originates from life and can only be “alive” by integrating into modern society and keeping up with the times. The new economy of homestay industry supports rural poverty alleviation, adding efforts to achieve comprehensive poverty alleviation and a moderately prosperous society by 2020.
